About this role

The County Administrative Board is an expert authority in areas such as nature and the environment, community building, and rural development, directly subordinate to the government. We serve as a link between people, municipalities, regions, and various authorities. We work to ensure that national goals are implemented in the county. We do this by considering the whole in our administrative actions, by disseminating knowledge, and by coordinating and developing various issues. The County Administrative Board of Södermanland County is seeking a Chief Legal Officer and Unit Manager for the Legal Unit (Ref. no. 112-8947-2025) The Legal Unit consists of eleven employees and is one of four units within the Department of Operations Management and Support. The Legal Unit handles appealed cases and various types of appointments, among other responsibilities, while a significant part of the mission is to serve as an internal qualified support to the County Administrative Board as a whole. The employees of the Legal Unit work daily in several different legal areas, including environmental law, planning and building issues, traffic issues, and cross-agency law. The Legal Unit is also responsible for matters related to procurement, data protection, and information security. Responsibilities As the manager of the Legal Unit, you have operational responsibility, personnel responsibility, and budget responsibility. You are responsible for planning and monitoring the operations together with your employees. Furthermore, you ensure that your employees have the right competencies and you monitor developments in your area of responsibility. Together with other managers in the department, you participate in strategic decisions to develop the operations. As Chief Legal Officer in the Legal Unit, you will work with both strategic and operational issues and will engage with all operational areas within the County Administrative Board. You have overall responsibility for legal matters and are the responsible publisher for the County Administrative Board's collection of regulations. You work particularly to provide qualified legal support to the agency's management and to the other managers within the County Administrative Board. You participate in referral work, make decisions in matters within the Legal Unit's area of responsibility, represent the County Administrative Board in external contexts, and participate in the department's management team. As Chief Legal Officer, you are part of the personnel responsibility committee and the security organization. You participate in statements to the Parliamentary Ombudsman, the Chancellor of Justice, preparation of matters regarding secondary employment, as well as larger procurements. You report to both the department head and the agency management. Qualifications and Profile We are looking for a proactive, development-oriented, service-minded, analytical, and highly independent individual who collaborates easily with others. You see and understand the needs of the operations and based on that, you propose solutions and efficiencies. You have a very high level of integrity and can easily create and maintain trustworthy contacts. You have the ability to independently drive and complete your own tasks and projects. You are familiar with the state’s fundamental values and behave correctly and professionally in both internal and external contacts. You have: - A law degree - Experience in leading an organization - Several years of experience in qualified legal work, preferably in an authority, court, department, or equivalent - Very good knowledge of administrative law - Very good knowledge of public access and confidentiality - Excellent ability to communicate in Swedish, both orally and in writing It is advantageous if you have: - Notarial qualifications - Leadership training - Personnel responsibility - Education in process development - Experience working with environmental law issues, planning and building issues - Experience working with internal regulations and other governing documents - Experience representing an authority in court processes - Experience in the procurement area About the Position The employment is permanent, starting January 7, 2026, or by agreement. You have the opportunity to work remotely up to 40% of the working hours per week. A security clearance in accordance with the Security Protection Act (2018:585) is a prerequisite for taking up the position.
