If so, we can offer you the challenging role of Chief Legal Counsel to assist the Head of Administration with the management, governance, and coordination of administrative legal matters at the Government Offices of Sweden.

The Head of Administration assists the Prime Minister in the ongoing management of the Government Offices. As Chief Legal Counsel, you will work broadly with administrative legal issues concerning the Government Offices as an authority and support the Head of Administration in legal matters. You will maintain regular contact with the departments on legal issues for which the Administrative Department is responsible.
You will have overall responsibility for ensuring that there are effective procedures within the Administrative Department for the preparation of cases and that decisions maintain high legal and linguistic quality. You will also be responsible for the governing documents of the Head of Administration (regulations, guidelines). As Chief Legal Counsel, you will serve as the data protection officer for the Government Offices and will be responsible for the authority’s channels for reporting misconduct. You will represent the Government Offices in legal processes concerning the administration of the Government Offices and in initial contacts with the National Audit Office in both performance audits and the annual audit. Additionally, you will handle issues related to disclosure cases, responses to inquiries from the Parliament, and opinions on matters concerning the Head of Administration's area.
The Government Offices is undergoing extensive digitalization, where the Chief Legal Counsel plays a crucial role in contributing to the operational development being conducted under the Head of Administration, aimed at ensuring that the authority continues to be an effective and competent instrument for the government. You will have the support of the Legal Secretariat within the Administrative Department. You report to the Head of Administration of the Government Offices and are part of the management team of the Head of Administration. You will make decisions to a large extent and, as a starting point, in the place of the Head of Administration on matters concerning the Legal Secretariat's area of responsibility and will be the supervisor of the head of the Legal Secretariat.

Your background
We are looking for someone with a law degree complemented by judicial training. You have experience in qualified legal work at the Government Offices as well as in leading others and representing operations. The role requires very good legal knowledge and a solid understanding of the working methods and decision-making processes of the Government Offices. You also have insight into working in a politically governed organization and an understanding of the needs of politics.
Experience in management with operational, budgetary, and personnel responsibilities is advantageous. Experience in legislative work and in driving quality and change initiatives is also considered a merit. We also view experience in representing an authority in administrative processes as advantageous.
You must be able to express yourself very well in spoken and written Swedish and have proficiency in English, both spoken and written.

As Chief Legal Counsel, you are required to meet high demands for legal skill and judgment, and you must possess excellent communication skills, both oral and written. Additionally, you must have very good analytical abilities and be able to see solutions in complex issues. You have high integrity, great personal maturity, and find it easy to collaborate.

Other information
The employment is permanent with a fixed-term appointment as Chief. The position is classified in a security class, and a security clearance with a background check will be conducted before a hiring decision is made. You must be a Swedish citizen, but having a foreign background is welcome.
