About this role

We are seeking someone who wants to help lead and develop the National Board of Health and Welfare's operational work in the event of crisis or war. About the Position The National Board of Health and Welfare is the sector-responsible authority for health and social care in the national preparedness system. The Crisis Preparedness and Civil Defense Department consists of around fifty employees led by four unit managers, working to develop and ensure the agency's, area of responsibility's, and sector's capability development in the event of crisis or war. All units in the department conduct external work within their respective areas of responsibility, both nationally and internationally. We are now seeking a manager who wants to help develop and lead the Operational Preparedness Unit. The unit is responsible for the department's tasks regarding development and management of the agency's alert function (TiB), preparedness group, and crisis management organization. The unit is also responsible for training and exercising this staffing. Furthermore, the unit manages the development and maintenance of the agency's environmental monitoring and situational awareness in the national and international preparedness system. The unit's mandate also includes preparatory planning in collaboration with other actors in the preparedness system. The unit also has a coordination function for the department's exercise activities. As unit manager, you will lead employees towards good results through your commitment and ability to see and utilize each employee's potential. An important part of your assignment is to collaborate both internally and externally, and to represent the department's operational mission within the agency and in various external contexts. As a unit manager, you will be part of the department's management team and report to the department head. You will also be part of the agency's management collective. In this way, you contribute to the whole by actively driving issues in the department's management team and thus working for the entire agency's operational development. The assignment is broad and contains several important components, which requires you to be able to prioritize, coordinate, and create structure. You see how your role contributes to the department's overall mission and work to promote collaboration, participation, and shared responsibility for the entire department's assignment. We are seeking someone who has: • Academic education in an area deemed relevant by the agency • Current and multi-year management experience with operational, personnel, and budget responsibilities, and experience working in management teams • Experience with staff and operational/crisis management work in public sector • Good knowledge of the national, and relevant parts of the international, preparedness system • Experience in leading change and development work with good results • Good ability to express yourself verbally and in writing in Swedish and English It is meritorious if you have: • Experience working in a government preparedness agency • Experience working with issues related to civil or military defense • Experience working within the healthcare and social care sector Good to Know This is a permanent position that begins with a 6-month probationary period. You will be based at the office on Västerbroplan in Stockholm. In the spring of 2027, the agency will move to newly renovated premises in Solna Strand. Your job title will be Unit Manager, and you will be placed in the Crisis Preparedness and Civil Defense Department. Preparedness service as an operational manager according to a rotating schedule may be required. The position is classified in a security class, and a security review with register check will be conducted before a decision on employment is made. You must therefore be a Swedish citizen, but are welcome to have a foreign background.
