Stenungsund Municipality is an expanding coastal municipality with approximately 28,030 residents, a strong business sector, residential areas close to the sea, and good communication opportunities. The municipality's vision is to reach 35,000 residents by 2035. Stenungsund Municipality is part of the Gothenburg Region's municipal association, which serves as a forum for collaboration and exchange of experiences, as well as several other inter-municipal collaborations.
Stenungsund Municipality, together with Lilla Edet, Orust, and Tjörn, has a cooperation agreement regarding budget and debt counseling, with Stenungsund as the host municipality where the staff are employed.
The municipality is organized into a management structure with four sectors. The support functions sector includes cross-municipal specialists, finance, HR and staffing, administration and digitalization, communication and coordination, as well as service. The mission of the support functions is to facilitate the municipality's sectors in focusing on their operations.
As a budget and debt advisor, you will work within the support functions sector, specifically in the Administration and Digitalization function.
Currently, there are three people working in the Budget and Debt Counseling team. One of the employees has moved on to another position within the function, and we are therefore seeking a budget and debt advisor.

JOB RESPONSIBILITIES
Your responsibilities will include helping residents gain an overview of their household finances, creating budgets, mapping debts, and, where applicable, setting up payment plans with creditors and providing support before, during, and after applying for debt restructuring.
The work is conducted through counseling that takes place in person, via phone, or through video calls. The format of the counseling is adapted based on the resident's circumstances and needs, but since counseling is provided for several municipalities, video counseling may be an option for some residents who have difficulty traveling to Stenungsund.
Your work will also involve planning and conducting various types of outreach educational initiatives aimed at preventing over-indebtedness and increasing awareness of the service.
Another responsibility is to collaborate with other municipal and governmental authorities as well as other stakeholders in the field.
QUALIFICATIONS
We are looking for someone with a university degree in areas such as finance, social work, law, political science, or other education deemed suitable by the employer. You should express yourself well in both spoken and written communication.
As you will be meeting individuals in vulnerable situations, we place great importance on your ability to engage with people in a personalized and respectful manner. You should enjoy interacting with others, have a service-oriented attitude, be positive, and easily identify opportunities. You possess good analytical and empathetic skills, and as a person, you are a good listener and can adapt your communication style based on your audience.

Since part of the role is preventive, you should also be comfortable speaking in front of, for example, other employees in the municipalities, students, and community organizations.
Experience as a budget and debt advisor is an advantage. Other valuable work experiences may include roles at the Enforcement Authority, financial advisory work at a bank, or social work in the private or public sector. You should have a good understanding of the public mission in general and specific knowledge regarding financial issues, both from a personal finance and societal perspective.
