Upplands Väsby Municipality is seeking a Head of Preparedness and Security for the Department of Sustainable Community Development at the Municipal Executive Office. You will play a leading and supportive role for the municipality's employees and operations in areas such as preparedness, civil defense, security, crime prevention, and social sustainability, with the goal of making the municipality even more resilient in a changing world.
The work on social sustainability, security, and civil preparedness is highly prioritized in the municipality. A strategy for a safe and socially sustainable Upplands Väsby has recently been adopted, forming the basis for new working methods and providing a governance and collaboration structure within social sustainability and crime prevention efforts. The municipality's security protection work and the expansion of civil preparedness have gained increased focus in light of new requirements. We offer you the opportunity to create synergies between hard and soft issues and work cross-sectorally from a holistic perspective. You will be the obvious link to authorities, civil society, and other stakeholders, serving as the municipality's foremost expert on the preparedness system and total defense.
As the Head of Preparedness and Security, you will lead the unit for social sustainability and security. The unit is responsible for social sustainability, crime prevention, technical security, personal safety, crisis preparedness, civil defense, and the operational aspects involving safety field officers. Within the unit, there is a security protection manager who reports to the municipal director.
You will report to the head of the Department of Sustainable Community Development, participate in the department's management group, and have personnel and budget responsibilities. You need to be able to work on strategic and long-term assignments combined with operational and routine tasks. The current global situation and new legislation make the role development-oriented. You will continuously provide feedback to management and politicians, capture tasks, deliver on them, and identify assignments that need to be carried out.
Responsibilities
• Lead and coordinate the municipality's work on civil preparedness and overarching planning for managing various types of crises and societal disruptions.
• Lead and coordinate the municipality's work on social sustainability, crime prevention, and the associated operational work.
• Lead and coordinate the municipality's work on security protection – personal safety and physical security.
• Ensure that the municipality meets national requirements for planning, protection, and resilience in peace, heightened readiness, and war, as well as support offices with adequate security work.
• Build new contact points and networks, develop existing collaboration arenas, and represent the organization in internal and external contexts.
• Promote cross-sectoral working methods throughout the municipal organization, with a particular focus on social sustainability and crime prevention work.
Qualifications
• Higher education or other qualifications deemed equivalent by the employer.
• Experience working in a politically governed organization.
• Experience in a leading/coordinating role.
• Experience in at least three of the following areas: social sustainability, crime prevention, security protection, crisis preparedness, or civil defense within public administration.
• Good knowledge of case preparation according to the Local Government Act and public access and secrecy legislation.
• Strong ability to express yourself verbally and in writing in Swedish.
Meritorious:
• Experience working as a manager with personnel and budget responsibilities.
• Experience leading specialists in complex subject areas.
• Experience in building a municipal preparedness organization from the ground up.

The position is classified in a security class, and a security clearance with a background check according to the Security Protection Act (2018:585) will be conducted before employment. The employment is contingent upon a successful security clearance. Swedish citizenship is required. A probationary period may be applied.
