Service Travels
Traffic and Society is part of Region Uppsala, one of Uppsala County's largest employers. Approximately 120 employees work in our administration. Our business concept is to develop and operate sustainable transportation for a growing Uppsala County. We develop infrastructure and public transportation within the county. Under the UL brand, public transportation is operated in collaboration with contracted transport companies. Our employees have a wide range of competencies, working in areas such as business development, procurement, urban planning, traffic planning, system management, finance, communication, sales, and customer service.
Our Operations
We are now seeking a Contract Manager for the Service Travels department to drive and develop customer delivery, focusing on improving contract effectiveness and creating greater value and quality for those who travel with us. The Service Travels department is responsible for the county's medical transportation and works to coordinate special passenger transport in the county. The department is currently under development, consisting of 6 employees and an associated unit with 14 employees responsible for medical travel booking and traffic management. In the future, an additional 24 employees will join the department when Uppsala Municipality transfers responsibility for its special passenger transport to Region Uppsala.
Your Assignment
As Contract Manager, you will be responsible for traffic contracts with contracted taxi companies. This involves planning follow-up and leading a team with expertise in the contract to drive, strengthen, and develop customer delivery. In your role, you will plan how set goals are followed up and be responsible for initiating and tracking improvement and development activities, such as customer improvement measures and actions to ensure contract compliance. The work is done in close collaboration with various functions in the department. You will also be responsible for cooperation and contract follow-up with municipalities in the county that have transferred their special passenger transport responsibility to Region Uppsala and will have a leading role in the department's procurement processes.
Initiating, implementing, and following up on research and development work is a crucial part of your job. This includes analyzing contracts, metrics, preparing documentation, and leading negotiations. In addition to internal coordination within the administration and Region Uppsala, you will have close contact with several collaborative partners such as municipalities, transport companies, and other regional public transport authorities.
Your Qualifications and Competencies

The position involves many contact points, so you need good collaboration abilities and be flexible in your approach while remaining commercially professional. You are stable, have a holistic perspective, maintain a realistic view of situations, and focus on the right things even under pressure. You lead, motivate, and empower others to effectively achieve common goals, creating engagement and participation. You take initiative, start result-driven activities, are goal and results-oriented, and plan, organize, and prioritize work efficiently within time frames and quality standards.
We will place great emphasis on personal qualities.
You have:
• Experience in business development and cross-functional work
• Experience in negotiating and following up complex contracts
• Post-secondary education in economics, law, logistics, or management, or extensive work experience in one or more of these areas
• Excellent Swedish language skills, both spoken and written
• Good digital proficiency
It is advantageous if you have:
• Experience working with major public procurements
• Experience in public transportation/special passenger transport
