About this role
Upplands Väsby Municipality is embarking on an exciting development journey in the social and care sector.
We are building the organization of the future with a focus on quality, collaboration, and sustainability – and now we are seeking an engaged leader who wants to help shape the future of functional support.
We Offer You
Are you interested in leading and developing future functional support in Upplands Väsby?
We are looking for someone who wants to take strategic and operational responsibility as the department head for our new functional support department. Here, you'll have the opportunity to make a real difference in the daily lives of our citizens – while leading engaged employees and contributing to the organization's development and quality. The department includes both service providers and regulatory functions and will be one of two departments within the Care Committee's operations. The other department is the elderly care department. This is a unique opportunity to influence and drive development forward in an important societal area in Upplands Väsby Municipality.
About Us
As the department head for functional support, you play a crucial role in developing operations within the functional support area. Part of the development journey is the transition to the new Social Services Act, with a focus on preventive measures. The department will be one of two departments within the Care Committee's operations, with the other being the functional support department. The new organization will take effect on January 1st.
The core mission of the department is to best meet the needs of municipal residents requiring support, care, and assistance. The department includes a regulatory unit as well as service providers such as group housing, service housing, psychiatric social housing, daily activities, personal assistance, companion, and relief services.
The new organization enables us to collectively achieve a holistic view and comprehensive responsibility for executing our core mission.
About the Position
As the department head for functional support, you will lead a knowledgeable and committed team of nine unit managers who contribute daily to delivering high-quality support, care, and assistance to citizens in need of our interventions. Together, you are responsible for managing and developing the municipality's functional support. As department head, you have personnel, operational, and financial responsibility for your department. This includes ensuring a good work environment and maintaining and developing competence and technical support within the unit.
In your role, you will be part of the management group together with the office manager, elderly care department head, head of staff, and individual and family care (IFO) department head.
Are You Who We're Looking For:
We are seeking someone who has:
- Relevant university education in social work, healthcare, or behavioral science
- Several years of experience working in the disability support area (LSS/SoL)
- Documented experience leading managers and larger operations in the relevant field
- Ability to work budget-consciously with clear result-oriented management
- Experience working in a politically governed organization
It is meritorious if you have:
- Experience from both regulatory functions (welfare) and service provision – or very good understanding of both
- Experience leading change and driving development processes
We will place special focus on personal competencies beyond formal requirements. We are seeking someone who is structured and stable, with an eye for the whole and a genuine interest in societal development. You are a confident leader who wants to create job satisfaction and are motivated by achieving common goals through unpretentious collaboration.
As a leader, you are clear, confident, and trustworthy, with an ability to create engagement and participation around you. You lead through others and build trusting relationships that create conditions for both employees and the organization to develop.
You have a strategic perspective but also good operational understanding – you can switch between the overall view and details when the situation requires. Your approach is characterized by solution orientation, decisiveness, and ability to prioritize in complex contexts.
To succeed in the role, you have integrity and stand firm even in challenging decisions. With your calmness and clarity, you create security in change and contribute to a culture where trust, responsibility, and commitment are central values.
At the Social and Care Office, we work with everything from adoption issues to end-of-life care. Our operations and organizational culture are characterized by our core values of participation, competence, trust, and respect. This is the foundation of our work and our approach toward each other and those we serve.
