Job Responsibilities
As a department head with us, you will work together with your management colleagues to ensure an efficient and cohesive urban development process from a city-wide perspective, creating environments where life can unfold.
You will represent city properties and work to analyze, plan, and develop the city's property portfolio from a holistic city perspective, in close collaboration with operational and urban development committees. You will employ a process-oriented and customer-focused approach with a strong development focus, promoting a transparent collaboration culture within Gothenburg City and your own administration. As a leader, you will work from a non-prestigious and trust-based leadership model, delegating authority to employees and providing clear support when needed.
You will lead work characterized by structure, clarity, and order, where quality and regulatory compliance are a natural part of daily operations. Together with your employees, you will develop approaches that strengthen governance, follow-up, and transparency in financial work.
Furthermore, you will participate in and be responsible for strategic decisions affecting the entire administration, and assist the director and committee with expertise and the specific competence of your department. You will actively work on the administration's cultural and value-based efforts, ensuring they permeate the department's management, leadership, and follow-up, as well as the daily work of all employees and managers. You will be responsible for the department's operational planning in close cooperation with the director and other managers in the management team. You will have personnel, work environment, and budget responsibility for your department, working to create a good, sustainable, and healthy work environment for all employees while maintaining positive union collaboration.
As Finance Department Head, you will be responsible for developing the administration's financial budget and follow-up in close cooperation with other departments. We have a broad mandate with extensive and complex financial flows, including both operational and investment accounting, representing an operational turnover of approximately four billion kronor and investments of approximately three billion kronor.
Responsibilities:
- Establish the administration's financial follow-up regarding unit, department, and internal reporting, as well as to the committee and Gothenburg City
- Manage the administration's financial control and work with operations to find solutions supporting both financial frameworks and operational needs
- Monitor administration activities to ensure compliance with economic decision-making
- Prepare service statements regarding financial follow-up, revision, and quality
- Ensure compliance with accounting principles for operations, reinvestments, rental investments, and leasing in accordance with guidelines, focusing on holistic approach, collaboration, and development
- Contribute to developing structures, routines, and work methods that promote order, quality, and regulatory compliance
Qualifications
Who are we looking for?
We seek someone with experience working in management teams and driving issues with sensitivity and dialogue. You should have good knowledge of current laws, agreements, and regulations in the financial area. Experience with the economic framework for municipal/regional operations is meritorious.
You should have an education equivalent to a master's degree in economics, business administration, national economics, or another relevant specialization. You should feel comfortable strategically driving change and development work alongside colleagues and employees. For this position, you need experience with personnel, work environment, and budget responsibilities. We consider it meritorious if you have experience leading managers and have experience with management in complex, collaborative organizations. We want you to have knowledge of union collaboration and work environment legislation.
Your leadership should be characterized by trust, lack of prestige, and communication skills, creating engagement, job satisfaction, and security in the organization. You should be able to combine strategic economic analysis with understanding of the overall operational and long-term development. Other important abilities include weighing different perspectives to achieve the best overall outcome and thinking and acting long-term.
