To achieve this fully, we must possess a wide range of skills and work together to foster a common and trustful work culture, built on courageous, responsible employees who understand the needs and desires of the residents. **Labor Market Unit** The Labor Market Unit is part of the Adult Education and Labor Office, which also includes financial assistance and adult education. The unit currently consists of 14 dedicated employees. The main mission of the unit is to help more residents of Värmdö move towards self-sufficiency through employment or education. Are you ready to be the driving force behind a new, long-term work track in a municipality where local solutions are crucial? We are looking for someone with extensive experience in internal municipal recruitment who is passionate about breaking social exclusion by creating sustainable pathways to work for citizens who have been unemployed for an extended period. The municipality faces the challenge of breaking long-term exclusion among residents who have been unemployed for a significant time and are at risk of social isolation and diminished self-confidence. Given Värmdö’s unique geography, the internal municipal labor market becomes an essential resource for offering sustainable routes to self-sufficiency. In this role, you will have the strategic responsibility for developing and piloting a model where municipal employment serves as a potential pathway into working life. Your task is to leverage your knowledge of municipal recruitment processes to understand the organization’s needs and create new entry points. Your work will form the critical basis for a future application for a project with the European Social Fund (ESF). **Your main responsibilities** - **Develop new employment strategies:** Drive the development work by exploring how municipal employment can function as a realistic pathway to self-sufficiency. This includes mapping the target group's circumstances and how various municipal sectors view opportunities to offer suitable tasks and services. Analyze how such a model can be linked to the activity requirement within social assistance. - **Strategic relationship building:** Build and deepen strong, professional relationships with managers and decision-makers across all departments to proactively identify and match hidden needs with tailored placements (e.g., introductory jobs, restart jobs, and wage subsidies). - **Collaboration:** Act as a key person in external collaborations, maintaining close dialogue with the Employment Agency. Utilize your knowledge and experience from development work within ESF projects to implement and develop new funded working methods. - **Inclusion responsibility:** Integrate a perspective of gender equality, accessibility, and non-discrimination in the development work. - **Analysis and support for colleagues:** Collect and interpret data to drive development and optimize matching. Act as an advisor and resource for caseworkers regarding the selection of appropriate support measures. **Qualifications** You have an academic degree and at least 5 years of documented experience in successfully meeting and matching individuals who have been unemployed for an extended period against self-sufficiency. This experience should include a good understanding of labor market issues, available support measures (e.g., introductory jobs, restart jobs, and wage subsidies), along with development work within European Social Fund (ESF) projects. **Additionally, the following qualifications are required:** - Experience working in an internal recruitment unit, with a deep understanding of processes, routines, and opportunities to recruit individuals from the target group. - Documented ability to map, analyze, and drive development work and new processes forward. - Experience building relationships, communicating, and managing diverse interests to achieve common goals. - Excellent ability to express yourself both in writing and orally in Swedish. - Experience with matching work involving employer relationships with private employers. - A valid driver's license (B-category). **It is advantageous if you have:** - Documented experience implementing Horizontal Principles (Gender Equality, Accessibility, Non-discrimination) in labor market projects. - Previous experience working at the Employment Agency. - Experience with method development and implementation. - Completed training in supported employment. - Experience working in a politically governed organization. **Who are you as a person?** To succeed in this role, a combination of analytical thinking and social skills is essential.
