About this role
We are looking for a Harvesting Leader for the Norrbotniabanan project at the Swedish Transport Administration (Trafikverket). This is a multi-year consulting assignment. The position is full-time and can be performed in LuleÄ, SkellefteÄ, or UmeÄ. The assignment involves close collaboration with the client, which requires a high level of flexibility and teamwork.
**The Assignment**
The role of the Harvesting Leader involves acting as a consultant in project planning and construction management for the Norrbotniabanan. The consultant will serve as a resource reinforcement within the client's project organization, responsible for harvesting and reforestation, preparing tender documents, and managing and coordinating contracts. The role also includes transferring knowledge to Trafikverket employees and participating in project planning and follow-up.
**Responsibilities**
- Lead, direct, coordinate, and monitor the harvesting work in the program concerning time, cost, and content, and report to the project manager.
- Act as an expert in harvesting issues and manage them accordingly.
- Lead relevant meetings both internally and externally.
- Ensure that all necessary approvals and permits are obtained.
- Develop and update an overview of harvesting planning in collaboration with the project and specialists (e.g., land negotiators).
- Be responsible for preparing tender documents for harvesting contracts and assist in procurement.
- Coordinate the sale of harvested timber and serve as the contact person for forestry companies.
- Initiate procurement for the demarcation of harvesting areas and lead the construction manager for harvesting.
- Represent Trafikverket towards contractors and external stakeholders, including managing time, cost, and content.
- Be responsible for invoice control and risk management for contracts.
- Ensure workplace safety requirements during the construction phase with support from a safety specialist.
- Inventory and document damages in the field, perform forest valuation, and plan and execute reforestation.
**Requirements (Mandatory)**
- Ability to express oneself well in Swedish, both spoken and written.
- Degree from a university or equivalent education, or professional experience deemed equivalent by Trafikverket.
- Documented knowledge/experience in harvesting issues within larger infrastructure projects.
- At least 3 years of experience in a leadership position, such as a supervisor, project leader, or equivalent roles.
- Documented knowledge/experience in conducting forest valuation.
- Documented education/experience in contract law (AB/ABT).
- B driver's license.
**Meritorious**
- Extensive experience in planning and leading harvesting contracts on behalf of a public client.
- Understanding of one's role and the ability to implement Trafikverket's requirements thoroughly.
- Strong communication and collaboration skills.
- Documented training in BAS-P/BAS-U and the client's workplace safety responsibilities.
